Summary of the Issue

During the summer of 2024, Canada experienced a nationwide shortage of 100LL aviation gasoline (AVGAS), the primary fuel used by piston-engine aircraft. The shortage stemmed from a supply-side issue involving quality control problems at a major refinery, which led to large volumes of fuel being withheld from distribution.

The disruption had widespread effects across the general aviation sector. Airports in several regions, particularly in Western Canada, reported running out of fuel entirely or implementing strict rationing limits. Flight schools, private pilots, and commercial operators were forced to cancel or significantly reduce operations, with some reporting up to a 50% drop in activity due to fuel unavailability.

What is COPA doing?

In response to the shortage, COPA publicly acknowledged the issue and emphasised the importance of transparent communication from fuel suppliers. The organisation worked alongside other aviation groups to monitor the situation and share timely updates with members. COPA provided guidance to pilots and operators to help them adjust operations, plan strategically, and manage the impact of the fuel disruption.

As part of its advocacy efforts, COPA's President and CEO facilitated a meeting with Imperial Oil to discuss the impact of the shortage on the General Aviation community and to stress the importance of proactive communication in the future. The organisation also reinforced the need for improved supply chain coordination and began exploring longer-term solutions, including alternative fuels and diversified sourcing, to help reduce vulnerability to future disruptions. As a result of these discussions, Imperial Oil committed to timely communications regarding any future disruptions to COPA.
